The place to take the exam is one of the most difficult things to decide if you do not live near a test center.
The OCM exam is very expensive. You need also to add to this cost hotel + flight + anything else during your exam trip. So, first of all, the most important thing you may do is check the prices and schedules worldwide here.

Don't look only at the money side. Remember that the less time you stay travelling in a plane, the better for you. So you need a complex math here to balance cost / stress / timeshift. Also try to arrive some days before to adjust your sleep in a different timezone and also to know the path from your hotel to Oracle University very well.
UPDATE: There are some places that doesn't allow you to do the exam outside your country if your country offers it. So let's say you are French and try to do it in Slovakia or Romania, there is a chance that Slovakia/Romania Oracle Education Center requests you to do the registration in your own country.
